The Public Procurement and Disposal of Assets Authority (PPDA), in its assessment of Procuring and Disposing Entities, (PDEs) has rated HESLGB with a 93% compliance level in its procurement proceedings for the 2023/2024 period

In a statement PPDA says “HESLGB is a substantially compliant entity while an aggregate risk score of 7% means that the it is a low risk entity”

The statement further says that the score means that HESLGB has a well-established institutional arrangement for the execution of procurement. 

“This is evident from the fact that HESLGB scored five out five for most of the assessment criteria” the statement reads.

The main objective of the assessment was to determine the extent to which HESLGB as a (PDE) followed the procedures and rules established in the PPDA Act and the applicable Regulations; 

The areas of focus during the assessment were the institutional arrangements, functional Procurement and Disposal Unit, Statutory Requirements, Record Management/Keeping, Receipt and security of bids.

 which were examined against the PPDA Act, the attendant Regulations; and Circulars and Desk Instructions.

However, PPDA has pointed out failure to submit MSME reports to PPDA and poor management of quality assurance and inspection of supplied goods, and services that HESLGB procured as areas for improvement.
